Gurgaon Property ID: Search, Create PID and Get NDC

A Gurgaon property ID (PID) is the eight-character ID the Haryana Urban Local Bodies (ULB) department gives each property in a municipal area such as the Municipal Corporation of Gurugram. You search, create or split it on property.ulbharyana.gov.in, and use it to pay property tax and get a No Dues Certificate (NDC). By law, a sale deed in Gurugram cannot be registered without an NDC, which is valid for three months.

What the Gurgaon property ID is

The PID links a property to its owner details, area, category, floor-wise construction, location on the GIS map and municipal dues: property tax, fire tax, development charges and garbage collection charges. The official portal is the ULB department's Property Tax Dues Payment & No Dues Certificate Management System at https://property.ulbharyana.gov.in/.

You need the PID to:

  • pay property tax and other municipal dues online;
  • generate the NDC needed for registering a sale, gift, lease or transfer;
  • book the deed registration appointment on the Revenue Department's Jamabandi/WebHALRIS portal, where the PID is entered.

Register and log in on the NDC portal

  1. Open property.ulbharyana.gov.in and click New User Registration.
  2. Fill in full name, father's or husband's name and your own 10-digit mobile number. Click Register.
  3. Enter the 6-digit OTP sent to the mobile and click Verify OTP & Submit.
  4. To log in, choose User Type "Citizen". Log in with mobile number, email ID or PID, select the municipality and verify the OTP.

NRIs and foreign nationals without an Indian number can use NRI/Foreign National Registration. It needs an email ID and a foreign mobile number with WhatsApp; OTPs go to both.

The department's own do's and don'ts: use only your own mobile number to register and to file objections or new PID applications. Do not use a CSC/CFC operator's or agent's number.

How to search your property ID in Gurugram

  1. Log in and open the Search Property tab.
  2. Select the municipality (mandatory), for example Municipal Corporation Gurugram.
  3. Enter any one of the identifiers below and search. You can also use Search on Map on the GIS map.

How to claim (self-certify) or correct your PID

  1. After searching, click View Details.
  2. Each sub-head has a blue prompt asking whether the data is correct. If everything is right, select Yes throughout and click Verify Details. The PID is now self-certified.
  3. If anything is wrong, select No, click Update Details, correct the data and upload supporting documents, then Save Draft. This raises an objection that the municipality decides. Once it is disposed of, self-certify with Verify Details.

If the sale deed was registered through WebHALRIS, the owner name updates automatically. There is no fee for a name update.

How to create a new property ID

  1. First search by owner name, mobile number, plot number or on the map. The department says not to apply for a new PID until you are sure the property does not already exist on the portal.
  2. If it is not found, click Please click here at the end of the page, accept the terms and click Click here to Proceed.
  3. Select district, municipality and colony. Move the blue marker to the exact location of the property and click Next.
  4. Say whether it is a sub-division of an existing PID. Enter property details, add owners and add floor-wise construction.
  5. Upload documents, choose Normal or Priority Service, and submit. An application ID comes by SMS for tracking.

Documents for a new PID

  • Identity proof (any one): Aadhaar, PAN, Parivar Pehchan Patra, passport, driving licence or voter ID.
  • Proof of ownership (any one): sale or conveyance deed; transfer, relinquishment or release deed; jamabandi/fard; allotment or re-allotment letter from a government or semi-government department, or from the developer of a licensed colony or approved group housing; or a court decree with an affidavit that no case is pending.
  • Site plan showing the location, and a photograph of the building showing its facade.

Split PID for a floor or part of a plot

An existing PID can be split horizontally (plot sub-division) or vertically (floor-wise). It can be split only where the plot or area is being sub-divided, where one PID covers more than one floor that now needs floor-wise IDs, or where one PID wrongly merges plots or floors of different owners. Use the new-PID flow, answer "Yes" to sub-division, enter the main PID and click Fetch Property Details.

When registering a floor or part that has its own split PID, take the Jamabandi token for the split PID, not the main one. The ULB department's example: from a 500 sq m main PID 1ABC3XYZ, a 100 sq m split PID 2MNO3UIS is created, so the token is taken for 2MNO3UIS.

How to get the NDC for a Gurugram property

  1. Log in, open Make Payment/Generate NDC, enter the PID and click Search.
  2. Click Pay All Dues and Generate NDC, verify the dues and click Pay Online.
  3. Enter the OTP and pay through the gateway. You can also pay at the municipality office.
  4. Download the NDC only after all dues are paid.

The portal also has a tax calculator based on the property tax policy dated 30.07.2026.

Why registrars and lenders ask for the PID and NDC

Section 96A of the Haryana Municipal Corporation Act, 1994 applies to Gurugram as a municipal corporation. Section 99A of the Haryana Municipal Act, 1973 applies to other municipalities. Under these sections, a document for the sale, transfer, lease, gift or alienation of land or a building in a municipal area cannot be registered unless it comes with a no dues certificate. The NDC certifies that all municipal dues are paid and is valid for three months unless the government specifies otherwise.

A home loan for buying a resale or ready property in Gurugram ends with a registered sale deed, and that deed needs a valid NDC. So the PID's details matter to your loan file: owner names, area and floor details should match the sale deed. A mismatch that needs an objection can take time. Start it before the registration date your lender and seller agree on. For the wider buying decision in the city, see rent vs buy in Gurgaon.

Common mistakes the ULB department flags

  • Using a CSC/CFC operator's or agent's mobile number on your property.
  • Taking the Jamabandi token for the wrong PID (main instead of split).
  • Marking the wrong location on the map for a new PID.
  • Uploading illegible, photocopied or tampered documents.

Once the PID and NDC are in order, compare lender offers on Ambak's interest rates page and plan the EMI with the EMI calculator.
