Stamp Duty in Haryana and Registry Charges in Gurgaon

Stamp duty on a sale deed in Gurgaon (Gurugram) is 7% of the property value for men and 5% for women, because the city is within municipal limits. Outside municipal limits in Haryana it is 5% for men and 3% for women. The registration fee follows a slab that reaches ₹50,000 for values above ₹90 lakh. On a ₹1 crore flat, a male buyer pays ₹7,00,000 in stamp duty.

Haryana stamp duty rates on a sale deed

The Haryana Revenue Department's official stamp duty calculator on jamabandi.nic.in returns these figures for a ₹1 crore sale deed:

LocationMale buyerFemale buyer
Within municipal (MC) limits, such as Gurugram city7% (₹7,00,000)5% (₹5,00,000)
Outside MC limits5% (₹5,00,000)3% (₹3,00,000)

The CAG's audit of Haryana's stamp revenue describes the same structure: a base duty of 5%, an additional 2% on properties within municipal limits, and a 2% remission for women.

Joint buyers: the official calculator offers only "Male" or "Female". It has no joint-ownership option, so ask the sub-registrar how duty is worked out for a man and woman buying together before you buy e-stamps.

Stamp duty is paid online through Haryana's e-GRAS portal (egrashry.nic.in).

Registry charges in Gurgaon: the registration fee slab

The registration fee is a fixed slab by value under the Registration Act, 1908, per the Revenue Department's "Stamp Duty and Registration Fees" schedule:

Value of the deedRegistration fee
Up to ₹50,000₹100
₹50,000 – ₹1 lakh₹500
₹1 lakh – ₹5 lakh₹1,000
₹5 lakh – ₹10 lakh₹5,000
₹10 lakh – ₹20 lakh₹10,000
₹20 lakh – ₹25 lakh₹12,500
₹25 lakh – ₹30 lakh₹15,000
₹30 lakh – ₹40 lakh₹20,000
₹40 lakh – ₹50 lakh₹25,000
₹50 lakh – ₹60 lakh₹30,000
₹60 lakh – ₹70 lakh₹35,000
₹70 lakh – ₹80 lakh₹40,000
₹80 lakh – ₹90 lakh₹45,000
Above ₹90 lakh₹50,000

A HARIS/Web-HALRIS service charge of ₹200 applies to sale, conveyance and gift deeds (₹150 for a mortgage deed).

Note on a mismatch: the department's online calculator shows a registration fee of ₹15,000 for ₹45 lakh, ₹95 lakh and ₹1 crore deeds. That equals the ₹25–30 lakh slab, while the published schedule above runs to ₹50,000. Confirm the fee shown on your e-GRAS challan or at the sub-registrar before paying.

Worked example: ₹1 crore flat in Gurugram

The flat is within MCG limits and the deed value is ₹1,00,00,000.

ItemMale buyerFemale buyer
Stamp duty7% = ₹7,00,0005% = ₹5,00,000
Registration fee (above ₹90 lakh slab)₹50,000₹50,000
Web-HALRIS service charge₹200₹200
Total₹7,50,200₹5,50,200

Registering in a woman's name saves ₹2,00,000 here. If the registration fee is collected at ₹15,000, as the calculator shows, deduct ₹35,000 from each total.

These charges are not part of the loan

RBI does not allow banks to include stamp duty, registration and documentation charges in the property cost for loan-to-value (LTV), except for homes costing up to ₹10 lakh. A ₹1 crore flat needs a loan above ₹75 lakh, so the 75% cap applies and the maximum loan is ₹75,00,000. A male buyer therefore funds ₹25,00,000 of margin plus ₹7,50,200 of charges, a total of ₹32,50,200. See how LTV works and size the EMI on the EMI calculator.

Collector rate: the value stamp duty is charged on

Duty and fee on a property transfer in Haryana are levied on the consideration in the deed or the value prescribed by the Collector (collector rate), whichever is higher, as the CAG's audit of Haryana stamp duty records. If the declared value looks understated, Section 47-A of the Indian Stamp Act lets the registering officer refer the deed to the Collector to decide the value and the proper duty.

For example, if your agreement says ₹1 crore but the collector rate puts the flat at ₹1.10 crore, a male buyer's duty is 7% of ₹1.10 crore = ₹7,70,000.

  1. Clear municipal dues and get the NDC. Under Section 96A of the Haryana Municipal Corporation Act, 1994, a sale deed for property in a municipal area cannot be registered without a no dues certificate. It is generated on property.ulbharyana.gov.in against the property ID and is valid for three months.

  3. Book the deed registration appointment on the Jamabandi portal, mentioning the correct property ID.
  4. Attend the sub-registrar's office with the checklist documents below.

The Revenue Department's checklist for deed registration:

  • Proof of ownership: fard of jamabandi, certified copy of the earlier sale deed, MC assessment or mutation.
