Tamil Nadu Encumbrance Certificate Online: TNREGINET Steps
You can view and download a Tamil Nadu encumbrance certificate (EC) free of cost on TNREGINET (tnreginet.gov.in) without logging in. Search by survey number, plot or flat number, ward-block, or document number. To get a digitally signed EC from the sub-registrar, apply online after logging in. The fee is ₹1 application, ₹30 search for the first year, ₹10 for each further year and ₹200 computer fee per survey number.
What an encumbrance certificate shows
An EC (வில்லங்கச் சான்று) lists the documents registered against a property at the sub-registrar's office during the period you search. That includes sale deeds, mortgages including deposit of title deeds, releases, settlements, leases and other registered instruments. If nothing was registered in that period, the portal reports that no documents were registered in the search period.
An EC only reflects registered transactions. It will not show an unregistered agreement or a dispute that was never registered.

How to view an EC free on TNREGINET, step by step
These steps follow the Registration Department's own user manual for Portal EC.
- Go to tnreginet.gov.in and choose the option to view/download encumbrance certificate free of cost. The same screen is under E-Services → Encumbrance Certificate → Search/View EC.
- Pick the search type. Property-wise: Survey wise, Plot/Flat wise or Ward-Block wise, each by registration village or revenue village. Document-wise: Document number or previous document number, with data available from 13 February 2018 onwards.
- For a registration-village search, fill in Zone, District, Sub Registrar Office, EC start date, EC end date, Registration Village and Survey Number (with subdivision). Click Add. For a revenue-village search, fill in Revenue District, Revenue Taluk and Revenue Village instead.
- For a flat, add the plot and flat details and click Add again.
- Enter the captcha and click Search.
- If the result has fewer than 200 schedules, an acknowledgement screen appears. Click Click here to download the EC PDF. If there are more than 200, enter your name and email ID and submit. The EC is emailed to you.
Before searching, use the portal's "click here for data availability period" link. Online data covers different periods for different villages and sub-registrar offices. If the village moved between offices, records for different periods can sit with different SROs.
How to apply for a signed EC online

- Search. All matching documents are listed. Click Apply Online.
- Enter name and mobile number, save, and proceed to payment. Pay through the e-payment screen and your bank.
- Generate the acknowledgement. The request goes to the sub-registrar's office.
- Once the Sub Registrar approves and signs, you get an SMS. Download the EC from E-Services → Encumbrance Certificate → Request List.
Each page carries a QR code showing the application number, SRO name and a link to the EC PDF. The manual also explains how to validate the digital signature in Adobe Acrobat Reader.

Why lenders ask for an EC
A lender takes your property as security. It needs to confirm the property is not already mortgaged and that the seller's title passes cleanly to you. Kotak Mahindra Bank, for example, states that banks require an EC to verify the property offered as collateral is free from existing loans or legal disputes.
The EC also records the lender's own charge. In Tamil Nadu, a deposit of title deeds for a home loan is a registrable document. Stamp duty is 0.5% of the loan (maximum ₹40,000) and the registration fee is 1% (maximum ₹8,000). Once registered, it appears in the EC. When you close the loan, a fresh EC shows whether the discharge has been recorded.
The period of EC each lender asks for varies. Ask your lender's legal team which start date they want before you apply, so you pay for the right number of years once. For lenders active in the state, see home loan platforms in Chennai.
Practical checks before you rely on an EC
- Match the survey and subdivision numbers with the sale deed and patta. A wrong subdivision gives a clean but irrelevant EC.
- Search both the registration village and revenue village where the names differ.
- Cover the full chain. Set the start date early enough to include the previous sale deeds you have copies of.
- Look for open mortgages. Any mortgage or deposit of title deeds should be followed by a release or discharge.
Once the title is clear, compare lender rates on Ambak's interest rates page and size the EMI on the EMI calculator.
